Canada's 2026 study permit cap, and no PAL for master's and PhD students at public institutions

Status: In effect

IRCC expects to issue up to 408,000 study permits in 2026, including 155,000 for newly arriving students. Since 1 January 2026, master's and doctoral students enrolled at a public designated learning institution no longer need a provincial or territorial attestation letter (PAL/TAL).

What changed

  • IRCC's 2026 target is up to 408,000 study permits: 155,000 for newly arriving students and 253,000 extensions for current and returning students.
  • IRCC states the 2026 figure is 7% lower than the 2025 issuance target of 437,000.
  • From 1 January 2026, master's and doctoral students enrolled at public designated learning institutions are exempt from the PAL/TAL requirement.
  • Up to 180,000 study permits are expected for applicants who need a PAL/TAL, distributed to provinces and territories by population.

Who may be affected

  • Exempt from PAL/TAL in 2026: master's and doctoral students at public DLIs; primary and secondary students; certain Government of Canada priority groups and vulnerable cohorts; and existing study permit holders extending at the same DLI and level.
  • Applicants who are not in an exempt group still need a PAL/TAL.

Key takeaways

  • The exemption covers public DLIs only. A master's programme at a private institution is not covered by it.
  • The cap limits how many applications IRCC accepts into processing each year.

What students should do

  1. Check whether your programme falls in an exempt group before you apply.
  2. If you need a PAL/TAL, ask your institution how and when it issues one.
