UK publishes draft legislation for an international student levy on universities

Status: Proposed — not yet law

The Department for Education has published draft legislation for an annual levy of £925 per international student, charged to registered higher education providers and planned to take effect from 1 August 2028. It is charged to universities, not students, and it is not yet law.

What changed

  • Draft legislation published on 13 July 2026 would charge registered higher education providers £925 for each international student in an academic year.
  • The Department for Education states the levy will take effect from 1 August 2028 and will be collected by the Office for Students.
  • The draft allows the amount to be uprated for inflation, and allows allowances and exemptions to be set in regulations.
